We are now able to spend 10pts* to increase these two previously fixed stats by one. Say I have a player who currently displays as an 8 speed but his exact stat is about 8.4. Would the 10 points increase his speed by a full point to 9.4, or, does it just boost them to the lower threshold, ie. 8.51?
* or 20 in certain circumstances.

I don't. It's hypothetical. All players have a precise figure which is rounded up or down to a full stat. Your 8 speed might be 7.51 or 8.49.

It will increase it be exactly one, so a 7.51 would become an 8.51 and an 8.4 would become a 9.4.

So someone that was a 9.1 with the increase would become a 10* rather than just a 10?
Because say if they were a 8.70 (showing 9) they would become a 9.70 (showing 10), so if already above 9.1 they become a 10* ?

The difficult point is that we are saying that 10 is not the maximum if a 10* is possible. I suppose that if we follow the pattern, only a player with a true initial PV of 9.5 or above would increase to show a star as, with an improved PV below 10.49, you'd still be rounding down to a straight 10.

I boosted Hagi and Petrescu from 9 to 10 and neither come back 10*

My understanding is that 10* is not faster than 10. It just means that the stats will never decrease for any reason.
